Before any draw, we generate a server seed and publish its SHA-256 hash. The hash locks the seed in place.
After the draw, the seed goes public. Hash it yourself. A match proves the seed was never swapped.
HMAC-SHA256(seed, clientSeed:nonce), first 13 hex as a fraction, scaled to the ticket range. The math lands on the same winner.
